    我国古代文明发达,经济活动也曾长期走在世界的前列。

    就说广州,早在耶稣纪元的头一个千年,就已商贾云集。可是,在第二个千年的后半段,这种格局颠倒了过来。

    鸦片战争,甲午海战,让国人知道,我们积弱已久,图新何易。在第二个千年的最后几十年,中华民族正励精图治。

    千年回望,回顾来之不易的变迁,展望并不平坦的前景,从钱的角度,探讨一下其中的经济学脉络,可以让我们在“亚洲世纪到来”之类的说法面前保持清醒。最早的“钱”是兽皮,是贝壳,甚至是笨重的铁块,到现在,世界各国一无例外都使用一种特殊印刷的薄纸——纸币。

    “钱”,说到底,仅仅是一种信用符号,随时可以兑换为等值实物。因为它便于保存、分割、携带,故而全世界地不分南北,人不分古今,逐渐都接受了它。

    而它的信用,则主要由国家法律支持。就在上一个千年之交的北宋,中国社会的经济交易中已经大量使用纸张印刷的货币“交子”。

    交子作为经济生活中重要的流通和支付手段,最初是由四川商人联合发行的,基本上只在四川境内流通,因为可以随时兑付,迅速得到社会承认。后来,虽然这些“钱商”破产,但是“钱”的好处却没有破产,官府立即设立专门机构,发行“官交子”,流通范围扩及各地,虽然名义上仍可兑付,实际上基本不能兑付,其信用仅由官府强制保证。

    南宋年间,虽然铜钱和白银同样流通,但是纸币已是主要货币。元代在全国范围实行纸钞流通制度,其中有代表性的是忽必烈在位时发行的“中统元宝钞”,虽然开始的时候一度可以兑换,但是很快就停止,并且进而禁止铜和金银流通。

    明代发行“大明宝钞”,则从不兑现,并且禁止铜和金银的流通,后来只是因为纸币信用太差,禁止铜金银实际上行不通,朝廷才被迫解除禁令。不可兑换的纸币,其信用受发行量的影响很大。

    正是由于宝钞滥发,急剧贬值,自宋朝开始的这种前现代形式的纸币流通,在明代就逐渐退出经济活动。曾经在忽必烈汗宫廷供职的马可·波罗这样向西方介绍中国的“奇事”:“大汗国中商人所至之处,用此纸币以给赏用、以购商物……竟与纯金无别。”

    一个“竟”字,让我们知道中国的纸币对于当时外国的上智人士仍然是未曾想像过的事情。纸币,是中国的伟大发明,今天已经很难想像一个没有“钱”的世界如何运转,即使现在电子货币登场,纸币的社会角色仍然不容忽视。

    “钱”变为“纸”,表面上轻了,实际上重了。最近一千年人类的经济活动,就是围绕着那张轻薄的“纸”展开的。

    对“钱”的追求,开通了全球交往。以西方历史上“哥伦布发现新大陆”为代表,西班牙发现美洲和葡萄牙人抵达印度,后来则有“海上马车夫——荷兰”,以及把“米”字旗插到世界各地的号称“日不落”的大英帝国,都是追逐着“钱”而走遍世界。

    在当时的世界贸易中,欧洲国家是货品的净输入国。中国和中东国家都很少从欧洲进口商品,这样,欧洲国家就需要支付金、银等“硬通货”。

    中东国家要求黄金,这促使欧洲从非洲等地掠夺和开采黄金,用于中东贸易。中国要求白银,这促使欧洲人到美洲等地掠夺和开采银子,与此相应的是始于18世纪的欧洲人地理发现的“白银时代”。

    历史上中国长期实行的是银本位,所以货币都可以折合成“银两”,一直到民国初年。国家、地区之间的贸易,不仅繁殖了各行各业的商人,而且还呼唤着以“钱”为商业对象的商人——“钱商”,私人金融活动应运而生,当年在中国一个盆地省份发生的故事,又在全世界范围内复活了。

    这些私人金融活动的风险很大,宫廷借钱不还,就是一个严重的问题。但是,“钱”的商业利润实在太大,野火烧不尽,春风吹又生,私人金融活动继续发展,逐渐演变成前现代形式的银行。

    在我国,清末民初时期山西的票号也相当发达,分支机构遍布全国,兑付信用极好,甚至一度代行了国家财政的部分功能。随着中国进一步沦为半殖民地,山西票号才退出了历史舞台。

    人类为什么要做生意?因为交易可以给双方都带来利益。二次大战以来,虽然局部战争不断,但是没有再爆发世界大战,和平与发展之所以成为当代的主题。

    在我们这个世界上,统称知识的科学技术和人类智慧,是仅有的不受“报酬递减规律”束缚的生产要素。别的生产要素在使用中都会消耗,但是知识却不会因为使用而消耗。

    这是基于知识的生产、传播和应用的“知识经济”的概念的主要脉络,是知识经济观念的根本点,恰恰在这个要紧的问题上,发达国家占据着毋庸置疑的优势。除此之外,发达国家占便宜的一个重要原因,是因为世界上的大部分“钱”在它们手里,即它们占据着金融市场。

    如果一种符号能够作为信用被广泛接受,哪怕它最终把纸张都免了,它也能起货币的作用。现在,钱的符号化电子化,让银行结算的速度大幅度提高,社会的步伐加快,极大地提高了经济的效率,在这方面,发达国家又一次走到了前头。
